North Lanarkshire Council submit proposals for Scottish Government approval re £1.1 billion new town plan at the former steelworks at Ravenscraig. Public money would come from tax increment financing (TIF), which borrows on the strength of future business rates to allow regeneration to go ahead.

TIF, a mechanism imported from the US, is being proposed for usage on the Buchanan Galleries expansion and Leith Docks development.

The project by North Lanarkshire Council and Ravenscraig Ltd’s features a full-size indoor synthetic football pitch, six-lane athletics track, nine-court indoor sports hall, full-size floodlit outdoor synthetic grass pitch, six floodlit synthetic five-a-side outdoor pitches, gym, two dance studios & indoor soft play area.

The Court of Session has agreed on the decision to give town centre status to Ravenscraig be upheld, allowing the regeneration of the former steel plant site.

The Ravenscraig vision has been delayed for more than a year as a challenge from Standard Life Assurance Company and Land Securities Group went before the Court of Session. The unanimous verdict in favour of the Ravenscraig Regeneration plans comes nearly 13 years after the steel plant closure.

The masterplan is coordinated by the Ravenscraig Partnership and includes housing, schools, shopping, leisure and community facilities.

Wilson Bowden Developments can now progress the first phase of Ravenscraig development (north of site) which will include building over 600-800 houses and providing the necessary water, power, and drainage required for the whole site. A £20m Sports Scotland facility is also due to be built.

Llewelyn Davies originally worked on the Ravenscraig Master Plan for the regeneration of this former steelworks site involving mixed-use sustainable regeneration. Llewelyn Davies also produced a Master Plan for Waterfront Edinburgh

Wilson Bowden Developments with partners Scottish Enterprise Lanarkshire and Corus (formerly British Steel) are developers for the 1100-acre Ravenscraig site adjacent to Motherwell and Wishaw in central-west Scotland. Wilson Bowden headquarters are in Leicestershire; their housebuilding division, David Wilson Homes, is due to build at least half of the houses.

Wilson Bowden are reportedly due to contribute millions to improve Motherwell town centre, improve local schools, to pay for half of the Sports Scotland facility and to allocate funds and land for two new primary schools within the masterplan.

Ravenscraig reputedly contains 5% of the total brownfield land in Scotland.
