Construction of 109 New Homes and Business Space in Glasgow’s City Centre to Begin Later This Year
Artisan Real Estate Complete Purchase of Merchant City Site from City Property Glasgow (Investments) LLP

Construction of 109 new low carbon homes and 10,000 sq. ft. of commercial space in the heart of Glasgow’s city centre will begin later this year following purchase of the site at 69-97 Ingram Street by regeneration specialist Artisan Real Estate.
Artisan has now successfully concluded the sale of the Merchant City site with City Property Glasgow (Investments) LLP (CPGI). The developer’s plans were originally approved by Glasgow City Council’s planning committee in February 2023, before being referred to the Scottish Government for determination. Scottish Ministers subsequently confirmed planning approval for the new development following conclusion of a planning legal agreement in February 2025.
The Ingram Street site, currently being used as a temporary carpark, will now be transformed into a mixed-use development bringing together sustainable apartments for sale on the open market and ground floor commercial space housed in buildings varying in height from four to seven storeys. Site preparation work will start in autumn 2026 with the development’s completion set for 2028. David Westwater, Managing Director for Artisan Real Estate Scotland, said: “We are delighted to confirm that we will be on site to deliver this transformational development this year, bringing much needed new housing right into the heart of Glasgow’s city centre.

We have set out an innovative design to attract life and excitement into the Merchant City, closely following the Council’s well-stated ambitions to encourage more people to move into Glasgow city centre.”
Designed by Scottish architects AMA Studio, the Ingram Street apartments will include a range of one, two and three bedroomed properties providing the latest in low carbon, fossil-fuel free living – including energy-efficient air source heat pump technology and high levels of sound and thermal insulation. Central to the development’s design is a publicly accessible landscaped garden courtyard filled with newly planted native and nature-friendly trees, together with flower boxes, raised beds for growing vegetables and landscaped rooftop gardens and terraces to encourage local biodiversity.

The ground floor commercial space will accommodate up to four separate units ranging in size from 1750 to 2750 sq. ft. suitable for a range of uses including leisure, office, retail or restaurants and cafés. The public spaces will also embrace the area’s well-known public murals, most of which will be retained.

This will be the first Build for Sale accommodation constructed in the city centre for over a decade and the confidence that Artisan has in the city is yet another indication that we’re moving in the right direction. Proposals for a landscaped and carbon friendly mixed-use development at the heart of Glasgow’s Merchant City have been given the go-ahead by Glasgow City Council, subject to agreement of a ‘Section 75’ legal agreement. Artisan Real Estate’s plans for the site at 65-97 Ingram Street, currently being used as a temporary car park, include 109 sustainable apartments and ground floor commercial space, housed in buildings varying in height from four to seven storeys.
Central to the development’s design is a publicly accessible landscaped garden courtyard filled with trees, flower boxes, raised beds for growing vegetables and seating areas. A series of landscaped private rooftop gardens and terraces will further help in creating a ‘green oasis’ for Glasgow’s city centre, significantly enhancing the local area’s biodiversity.

Mr Westwater said that more than 1200 people viewed the proposals during a three-month consultation programme held in 2022. He added: “We received some valuable feedback during the consultation. Incorporating the garden terraces and courtyard shows how natural landscaping can feature in even the most urban of settings, providing a genuinely different living experience to encourage people back in to the city centre. We look forward to working closely with the local community and other stakeholders to make the most of this accessible, public courtyard space.”
Supporting the city’s net zero ambitions, no car parking spaces are proposed although residents will be provided with secure bike spaces and access to the city car club.
