Delivery of New Student Loans Company HQ Marks Final Point of Clydeside Regeneration – SLC to relocate in the Autumn

The final building phase at Drum Property Group’s £500 million regeneration of Buchanan Wharf on Glasgow’s Clydeside has reached practical completion with the successful delivery of the new office headquarters for the Students Loans Company (SLC).

SLC will now progress the internal fit-out of the six-storey, 75,000 sq ft building with occupation scheduled for autumn this year. SLC staff are now set to relocate to the purpose-built complex from its Bothwell Street office as part of a 20-year deal. The build was forward funded by Legal & General Investment Management Real Assets, providing another regional government office for the company’s portfolio and strengthening its ongoing relationship with Drum Property Group.

The completion of the SLC building represents the final piece in the jigsaw for the Buchanan Wharf site, one of Scotland’s largest ever development projects. The site provides a mix of local amenities, cycle lanes and landscaped public spaces on the banks of the River Clyde and is already home to Barclay’s state-of-the-art Northern European campus HQ and the award-winning Solasta Riverside, an 18-storey, 324-apartment residential complex also owned by Legal & General.

Welcoming the SLC completion at Buchanan Wharf, Graeme Bone, Group Managing Director of Drum Property Group said: “The practical completion of the Student Loans Company’s new office complex finally realises Drum’s ambitious five-year vision for Buchanan Wharf. We have now successfully transformed a neglected industrial brownfield site into a thriving living and working community, re-energising this waterfront area and once again making the River Clyde an integral part of Glasgow city centre. Buchanan Wharf is one of Scotland’s largest and most important commercial and residential projects, delivered whilst facing the extreme economic and logistical challenges created by the pandemic. The project is now recognised as a development of national significance and sets the direction of future regeneration of Glasgow’s city centre.”

The new Student Loans Company headquarters supports the organisation’s vision and mission to continue to enable student opportunity and deliver an outstanding customer experience to its eight million customers. SLC colleagues played a lead role in the design of the new office space to optimise opportunities for collaboration and blended working to deliver a new flexible office experience.

David Wallace, Deputy Chief Executive at the Student Loans Company added: “This is not only an important milestone for us but for the wider development which has reached its practical competition. Buchanan Wharf has transformed the landscape of this part of the city and it’s been great to watch our building progress over the last year. To reach the point where we can start to fit out our space, creating a collaborative and modern working experience for our colleagues, is really exciting. We are starting to bring our vision to life and we are looking forward to becoming part of the Buchanan Wharf community later this year.”

The investment by Legal & General Investment Management Real Assets demonstrates the company’s continued commitment to UK regions, levelling up and the growing strength of regional hubs across the country. Neil Dovey, Head of Annuity Transaction for LGIM Real Assets, said: “This investment demonstrates our continued commitment to regions across the UK and levelling up, particularly as part of a mixed-use regeneration opportunity, and adds another high-quality government building to our portfolio.”

75,000 sq ft Student Loans Company Building Marks Final Transformation of £500 Million Clydeside Regeneration

Buchanan Wharf Glasgow Construction

3rd of October 2022 – Drum Property Group’s £500 million regeneration of Buchanan Wharf on Glasgow’s Clydeside has reached another significant development milestone with the completion of structural work for its final building phase. Construction of the new six-storey office headquarters for the Students Loans Company (SLC) has now reached its highest point, with the 75,000 sq ft building set for occupation in 2023.

Drum first announced the deal to bring SLC to the site in September 2021, which will accommodate up to 1,100 staff at the purpose-built complex as part of a 20-year deal. The build was subsequently forward funded by Legal & General Investment Management Real Assets, with construction starting in December 2021.

The completion of the SLC building represents the final piece in the jigsaw for the Buchanan Wharf site, one of Scotland’s largest ever development projects. The site is already home to Barclay’s state-of-the-art Northern European campus HQ, together with an 18-storey, 324-apartment residential complex for Legal & General which completes later this year. The site will also provide a mix of local amenities and landscaped public spaces.

Senior representatives from Drum, SLC, Legal & General and building contractor Graham Construction gathered to mark the occasion with a traditional ‘Topping Out’ ceremony celebrating the last concrete pour on the highest part of the building.

Graeme Bone, Group Managing Director at Drum Property Group said: “We are now witnessing Buchanan Wharf’s true scope and potential being delivered before us. In less than four years, and during challenging times, our exciting development vision has now been fully realised. The Topping Out ceremony is both a celebration of a superb building, and a fitting testament to the confidence, commitment and resilience shown by Drum and all its development partners in finally delivering the wider Buchanan Wharf – one of Scotland’s most important commercial and residential projects. We are proud to be bringing new investment, energy and excitement to Glasgow’s city centre, placing the River Clyde once again at the heart of the city’s economic, social and cultural renaissance.”

The SLC building supports the organisation’s ambition to become a more modern, responsive and sustainable organisation as part of its multi-year transformation programme to deliver an outstanding customer experience through the use of new technology. Stephen Campbell, Chief Information Officer for the Student Loans Company said: “The Buchanan Wharf development has transformed the landscape of the city centre, and the River Clyde, providing a prominent, state-of-the-art campus. We are thrilled that the structural work of our building is now complete, which has marked a vital milestone of this project.

“We are now working more flexibly, spending time in the office and at home. This helps us harness the value of co-location – the social interaction, team connection, rich collaboration, enhanced quality of learning and sense of belonging we get from time spent in the office as well as the quiet focus and balance we get from working at home. We are creating an office experience, with the help of our colleagues, which encourages and facilitates collaboration as well as supports future ways of working. It will also allow us to continue to improve our customer experience to our eight million customers across the UK.”

The building’s forward funding by Legal & General cements the ongoing and strong relationship with Drum Property Group, providing LGIM Real Assets with another government office for its regional portfolio. Neil Dovey, Head of Annuity Transaction for LGIM Real Assets, added: “We are pleased to see the building develop at pace and look forward to its completion next year. Buchanan Wharf is a scheme of the highest quality and this new building will sit alongside our Build to Rent scheme which opened last month.

“The investment demonstrates our continued commitment to the regions, levelling up and the growing strength of regional hubs across the UK. Our Inclusive Capitalism purpose means we are uniquely positioned to deliver some of the UK’s most strategically important city centre and urban regeneration schemes that are fast transforming and reshaping Britain’s landscape, bringing jobs and services back into the centre of cities.”

75,000 sq ft Office set to Complete £500 Million Clydeside Regeneration

Construction of the final building phase at one of Scotland’s largest ever development projects begins today (Thursday 16 December) with a groundbreaking ceremony marking the start of the new headquarters for the Student Loans Company (SLC) at Glasgow’s Buchanan Wharf. The 75,000 sq ft office building heralds the final transformation of the £500 million Clydeside site, delivered by developers Drum Property Group. When complete, the whole Buchanan Wharf site will provide prime Grade A office space and residential accommodation together with a mix of local amenities and landscaped public spaces.

Drum announced the deal to bring SLC to the site in September 2021, bringing up to 1,100 staff to the purpose-built office complex as part of a 20-year lease agreement. The build has subsequently been forward-funded by Legal & General Investment Management Real Assets (LGIMRA), cementing the ongoing and strong relationship with Drum whilst providing LGIMRA with another regional government office for its portfolio. Buchanan Wharf is also home to Barclay’s state-of-the-art Northern European campus HQ and an 18-storey, 324-apartment residential complex for Legal & General which completes in 2022.

Welcoming the start on site, Graeme Bone, Group Managing Director of Drum Property Group, said: “Today’s groundbreaking for the Student Loans Company’s new office complex marks yet another significant milestone in the evolution of one of Scotland’s largest and most important commercial and residential projects. Drum is set to realise its exciting development vision, forged just four years ago, of transforming what was a large neglected industrial brownfield site into a thriving commercial and residential community, becoming an integral part of Glasgow’s expanding city centre. Despite facing the extreme economic and logistical challenges experienced during the last two years, this development has now re-energised this waterfront area which has always been a barometer of Glasgow’s commercial success. It once again places the River Clyde at the heart of the city’s economic and cultural regeneration.”

The new Student Loans Company office HQ is due for completion in 2023 and supports the organisation’s ambition to become a more modern, responsive and sustainable organisation as part of its multi-year transformation programme to deliver an outstanding customer experience through the use of new technology. SLC colleagues will play a lead role in the design of the new office space to optimise opportunities for collaboration and blended working to deliver a new flexible office experience. Stephen Campbell, Chief Information Officer for the SLC said: “The Student Loans Company enables people across the UK to invest in their futures through further and higher education, paying loans and grants to approximately two million new and returning students each year. Our new base at Buchanan Wharf will allow us to create an office environment that will optimise opportunities for collaboration, support future ways of working, helping us to deliver an outstanding customer experience through the use of new technologies.”

Neil Dovey, Head of Annuity Transaction for LGIM Real Assets, added: “We are delighted to acquire another Government regional office building and increase our exposure in the city further. The Buchanan Wharf development by Drum Property Group is a scheme of the highest quality and this new building will sit alongside our Build-to-Rent scheme which is also under construction. The investment demonstrates our continued commitment to the regions, the levelling up agenda and the growing strength of regional hubs across the UK. The government’s commitment to levelling up, including improving infrastructure, means regional towns and cities have the potential to take the lead on building the strongest possible recovery. We continue to facilitate landmark city centre and urban regeneration projects – yet as a long-term socially and sustainably minded investor, we are also committed to the future of all our developments and providing impactful social value to the communities that live around them.”
